The government has been toying with the idea of public-private interaction for faster urban development. Even then in some areas conflicts arose mainly due to the difference of opinion with regard to the development methodology to be put in place. Thus in some sectors public-private interaction led to greater urban developments.
From the above, it would appear that the role of public-private cooperation in urban housing has been well conceived. However, the action plan for implementation is to be delineated especially for housing the low-income families. Thus the role of the Public Sector needs to be more streamlined.
Considering the colossal magnitude of the problem of urban housing, which has already reached crisis situation, the government and its institutions in the public sector, would have to draw up a long-term programme of liquidating urban housing shortage and also to improve the quality of life of the masses. The government and the public sector would be the prime movers enabling the approach to housing.
They may even have to assume the role of a provider of housing at affordable cost to certain disadvantaged groups as per the exigency of situation. The housing agencies and area development authorities in the public sector should act more as facilitators of housing activity rather than builders of housing units.
When considering the proliferation of Villas Ernakulam is witnessing such a trend mainly due to the demand from the higher income strata of the society and also due to the freedom given to the private sector to effect a change. The luxury villas in this district cost higher than those in other parts of the state. Even then there are many takers for this hot property.
